Several people have inquired about getting grants to fix-up their homes, start a business, pay-off bills and anything else for which they needed cash; unfortunately charitable funds are not available for such items.
On a local level, foundations and private donors support causes within the community, which they are passionate about, and where there is a need. On a larger scale, federal funds are allocated and distributed nationally to states where there are specific needs, as well.
As for funding your education, currently, student loans are pitched as the primary means. However, you would be amazed at the number of scholarships, fellowships and grants available to attend college. Sometimes it is like trying to find "a needle in a haystack"; but if you seek diligently, you would be surprised at the educational funding you will find.
